Extracts decisions, owned action items, and open questions from raw meeting notes. Refuses to invent owners or due dates that weren't actually said.

Read the meeting notes below and extract a clean follow-up summary.

Output four sections in markdown:

1. **TL;DR** — 2–3 sentences on what was decided.
2. **Decisions** — bullet list of what the group agreed to.
3. **Action items** — table with columns: Owner | Action | Due. Only include items where someone clearly owns it. If a due date wasn't stated, write "—".
4. **Open questions** — things the group flagged but didn't resolve.

Don't invent owners or dates that weren't in the notes. If a name wasn't given, write "Unassigned".
